CALL TO ORDER:

 

            Mayor’s announcement:  I hereby declare that notice has been given to the Herald Times, the Atlantic City Press and posted on the bulletin board of the Middle Township Municipal Building, stating the time and place of the following meeting, as required in P.L. 1975, Chapter 231 of the State of New Jersey. (Sunshine Law).

Notice of this meeting was properly given in Resolution No. 40-08 entitled “Establishing Work Session Meeting Nights” which was adopted by Township Committee of the Township of Middle on January 7, 2008

 

Members present are Mayor Doughty, Committeemember DeLanzo & Committeemember Barry.

7.       PUBLIC COMMENT:

 

Steve Barry stated that this is the first Work Session in many years and that he hopes this is helpful.

 

Sue DeLanzo wanted to know if she should accept the donation of carpet for the Whitesboro School or should she wait until work is complete.

 

Jim Alexis advised her to hold off for a while.

 

Sue DeLanzo inquired about the flooding at the TJ Max parking lot and wanted to know if anyone else had experienced driving/walking through there during or after a heavy rain.  Said that the parking lot floods and then water lays there for quite a few days, which could be unhealthy.

 

Rick Ceglarski of our public works said he knew nothing about it.

 

Jill Zarharchuck said that our Code Enforcement Officer, Jim Amenhauser has received complaints about it and had referred the problem to the County Health Department.

 

 

PUBLIC COMMENTS

 

Carol Mattessich wanted to know what the amendment to the Land and Site Plan Ordinance is.

 

David May stated it is Fee Schedule.

 

Peggy Mathis wanted to know that since we are working on getting spraying for gypsy moths, what are we doing about the pine beetles that are killing the pine trees?

 

Jim Alexis said that the pine beetles just have to run their cycle, and if people see that their pine trees have pine beetles, then they should cut them down and get them to the curb as soon as possible to keep them from contaminating other trees.

 

Betty McGurk inquired about the spraying along the Atlantic City highline.  Said she was told there is a new Federal law that the electric company has to remove anything over 3 feet in height.  The electric company is going to be using a spray called Accord.

 

Jim Alexis told her we have the MSDS sheets in the administration office and she was welcome to pick a copy of them up.

 

Madelyn Flipski wanted to know if the temporary budget was going to be a rolling budget like last year.

 

Jim Alexis advised her it is a rolling budget until it is adopted.  The draft budget will be introduced at the next work session in February.  Chances are the budget will not be accepted and finalized until sometime in May.

 

Eileen Faulsey wanted to know what a Street Vacation was.

 

Jim Alexis advised her it was undeveloped land, usually paper streets, which are contiguous with someone’s land.  Owners of the properties on either side can file for a street vacation, whereby they can purchase the paper street to the middle portion on their side and the land then becomes part of their property.

 

Vince Orlando explained that he goes out and inspects the paper street being requested to be vacated and if the land is of no value to the Township or if it will not land lock any other residents from accessing their properties, then the street vacation is usually approved.

 

Peggy Mathis wanted to know if there were any programs for the handicapped at any of our recreation facilities.

 

Chuck McDonnell said they were checking into possibly having a handicapped baseball/softball league.

 

Joe Jackson compliments the committee on having this work session starting that it was very beneficial for those that attended.
