REGULAR MEETING

 

I hereby declare that notice has been given to the Herald Times, the Atlantic City Press and posted on the bulletin board of the Middle Township Municipal Building, stating the time and place of the following meeting, as required in P.L. 1975, Chapter 231 of the State of New Jersey. (Sunshine Law).

The Township Committee met on the above date at 6:00 PM at the Middle Township Municipal Building.  Members present were Mayor Doughty, Committeemember Leusner, Committeemember DeLanzo, Clerk/Administrator James Alexis, Deputy Clerk Kimberly Tomkinson, Attorney Pickering, and Engineer Orlando.

 

  1. PRESENTATION BY DENNIS ROBERTS – 10TH ANNUAL BELLEVUE CLASSIC – DONATION TO MIDDLE TOWNSHIP RECREATION DEPARTMENT

Dennis Roberts on behalf of the 10th Annual Bellevue Golf Classic donated $4,000.00 to the Middle Township Recreational Department

Mayor Doughty thanked Mr. Roberts for the generous contribution. The money will be put to great use.

ORDINANCE NO. 1206-05 – AN ORDINANCE TO AMEND ORDINANCE NO. 512-85 FOR THE ENFORCEMENT OF THE NEW JERSEY UNIFORM FIRE CODE WITHIN THE TOWNSHIP OF MIDDLE - Following second reading, hearing, and consideration for adoption, Ordinance 1206-05 was adopted on motion by Committeemember Leusner seconded by Committeemember DeLanzo and passed on roll call. Complete Ordinance is on file in the Clerk’s Office.

  1. ORDINANCE NO. 1207-05 – AN ORDINANCE OF THE TOWNSHIP OF MIDDLE, COUNTY OF CAPE MAY AND STATE OF NEW JERSEY TO AMEND CHAPTER 236-35 THEREOF, ENTITLED VEHICLES AND TRAFFIC SCHEDULE VII “STOP INTERSECTIONS” – Following second reading, hearing, and consideration for adoption, Ordinance 1207-05 was adopted on motion by Mayor Doughty seconded by Committeemember Leusner and passed on roll call. Complete Ordinance is on file in the Clerk’s Office.

 

  1. ORDINANCE NO. 1208-05 - BOND ORDINANCE AUTHORIZING THE COMPLETION OF VARIOUS SEWER IMPROVEMENTS IN THE TOWNSHIP OF MIDDLE, COUNTY OF CAPE MAY, NEW JERSEY; APPROPRIATING THE SUM OF $4,246,000 THEREFOR; AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS OR BOND ANTICIPATION NOTES OF THE TOWNSHIP OF MIDDLE, COUNTY OF CAPE MAY, NEW JERSEY, IN THE AGGREGATE PRINCIPAL AMOUNT OF UP TO $3,663,000 MAKING CERTAIN DETERMINATIONS AND COVENANTS; AND AUTHORIZING CERTAIN RELATED ACTIONS IN CONNECTION WITH THE FOREGOING - On motion by                  seconded by                and passed on roll call, Ordinance No 1208-05 passed first reading. ORDINANCE NO. 1209-05 - AN ORDINANCE TO AMEND THE CODE OF THE TOWNSHIP OF MIDDLE, CHAPTER 236, SECTION 236-7, SCHEDULE III – On motion by Committeemember DeLanzo seconded by Committeemember Leusner and passed on roll call, Ordinance No 1209-05 passed first reading. Second reading, public hearing and consideration for adoption will be held on 10/17/2005 at 6:00 p.m.

ORDINANCE NO. 1210-05 - AN ORDINANCE ESTABLISHING THE COMPENSATION OF THE OFFICERS AND EMPLOYEES OF THE TOWNSHIP OF MIDDLE. - On motion by Committeemember Leusner seconded by Committeemember DeLanzo and passed on roll call, Ordinance No 1210-05 passed first reading. Second reading, public hearing and consideration for adoption will be held on 10/17/2005 at 6:00 p.m.

 

  1. NOTICE TO PUBLIC – TABULATION COMMITTEE FOR THE FORT APACHE PHASE I PROJECT HAS BEEN POSTPONED UNTIL SEPTEMBER 22, 2005 AT 11AM DUE TO ISSUES CONCERNING THE ADDENDUM

 

  1. RESOLUTION NO. 459-05 – APPROVING MINUTES FROM THE PREVIOUS MEETING – On motion by Committeemember Leusner seconded by Committeemember DeLanzo and passed on roll call, the following resolution was adopted.

NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Middle, the governing body thereof, that the minutes from the Township Committee meeting held August 15, 2005 and September 1, 2005 are hereby approved.

 

  1. RESOLUTION NO. 460-05 – APPROVING PAYMENT FOR ALL BILLS – On motion by Committeemember Leusner seconded by Committeemember DeLanzo and passed on roll call, the following resolution was adopted.

NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Middle, the governing body thereof, that payment for the following bills in the amounts indicated are hereby approved:

Mayor Doughty comments on the donation of 10 days to Andrew Smith by William Bramble whom is resigning from the Township. That was very generous.

WHEREAS, due to circumstances regarding the Donated Leave Program and employees whom collect AFLAC, and amendment must be done revising Resolution No. 397-05, adopted on August 1, 2005, and

WHEREAS, Maureen Leitenberger submitted her letter of resignation as a Full-Time Telecommunications Operator effective August 26, 2008, and

WHEREAS, she is requesting to remain employed by the Township of Middle as a part-time telecommunications operator to be utilized for coverage as necessary.

  1. RESOLUTION NO. 467-05 – ACKNOWLEDGE END OF FAMILY MEDICAL LEAVE – WILLIAM EVERINGHAM – On motion by Committeemember Leusner seconded by Committeemember DeLanzo and passed on roll call, the following resolution was adopted.

WHEREAS, William Everingham was authorized Family Medical Leave on June 20, 2005, aka Resolution No. 295-05, with a term effective June 7-August 30, 2005, and

WHEREAS, Mr. Everingham’s leave has now ended although he has is still on the Workers Compensation program where he is receiving 70% of his pay through the Workers Compensation program.

NOW THEREFORE BE IT RESOLVED, that the Governing Body of the Township of Middle does hereby acknowledge the end of family medical leave for William Everingham.
