I hereby declare that notice has been given to the Herald Times, the Atlantic City Press and posted on the bulletin board of the Middle Township Municipal Building, stating the time and place of the following meeting, as required in P.L. 1975, Chapter 231 of the State of New Jersey. (Sunshine Law).

The Township Committee met on the above date at 6:00 PM at the Middle Township Municipal Building.  Members present were Mayor Doughty, Committeemember Leusner, Committeemember DeLanzo, Clerk/Administrator James Alexis, Deputy Clerk Kimberly Tomkinson, Attorney Pickering, and Engineer Orlando.

 

  1. ORDINANCE NO. 1212-06 – AN ORDINANCE ESTABLISHING THE COMPENSATION OF THE OFFICERS AND THE EMPLOYEES OF THE TOWNSHIP OF MIDDLE - Following second reading, hearing, and consideration for adoption, Ordinance 1212-06 was adopted on motion by Committeemember Leusner seconded by Committeemember DeLanzo and passed on roll call. Complete Ordinance is on file in the Clerk’s Office.

 

  1. RESOLUTION NO. 40-06– APPROVING MINUTES FOR PREVIOUS MEETING – On motion by Committeemember Leusner seconded by Committeemember DeLanzo and passed on roll call, the following resolution was adopted.

NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Middle, the governing body thereof, that the minutes from the Township Committee meeting held January 1, 2006 are hereby approved.

 

  1. RESOLUTION NO. 41-06 – APPROVING PAYMENT FOR ALL BILLS – On motion by Committeemember Leusner seconded by Committeemember DeLanzo and passed on roll call, the following resolution was adopted. Mayor Doughty Abstained

NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Middle, the governing body thereof, that payment for the following bills in the amounts indicated are hereby approved:

                                    Dedicated Trust                         $    20,815.66

                                    Current Acct.                             $   5,563,133.45

 

  1. REPORTS: The following offices have submitted their reports for the months indicated: Treasure’s office for the month of December; Police Department yearly report and for the month of December 2005; Municipal Court for the month of December; Tax Collector yearly report and month of December 2005; Construction Office for the month of January; Zoning Office for the month of January; Municipal Clerk for the month of January; Tax Collector for the month of January;

 

  1. RESOLUTION NO. 42-06 – RELEASE OF TRUST ACCOUNTS – On motion by Committeemember Leusner seconded by Committeemember DeLanzo and passed on roll call, the following resolution was adopted.

WHEREAS, certain monies held in Trust Accounts from time to time may have balances remaining after all fees have been paid, and

WHEREAS, the applicants are entitled to a refund of this money,

NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Middle, the governing body thereof, that upon request of the Zoning Officer the following balances in the Trust Account as listed on the attached sheets shall be released.

 

  1. RESOLUTION NO. 43-06 – AUTHORIZE APPLICATION – NEW JERSEY DIVISION OF HIGHWAY TRAFFIC SAFETY – AGGRESSIVE DRIVING AND SPEED ENFORCEMENT – On motion by Committeemember DeLanzo seconded by Committeemember Leusner and passed on roll call, the following resolution was adopted.

BE IT RESOLVED, by the Township Committee of the Township of Middle, the governing body thereof, that authorization to apply to the New Jersey Division of Highway Traffic Safety for the “Aggressive Driving and Speed Enforcement” grant, in the amount of $9,600.00 be and is hereby approved.

FURTHER RESOLVED, that Police Captain Scott Webster is named as the Contact Person and that the appropriate officials are hereby authorized to sign said documents.

 

  1. RESOLUTION NO.’S 44-06 THROUGH 46-06 – AUTHORIZE MAYOR TO EXECUTE DISCHARGE OF MORTGAGE (ITEMS A THROUGH C)– On motion by Committeemember Leusner seconded by Committeemember DeLanzo and passed on roll call, the following resolution was adopted.

44-06(A) NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Middle, the governing body thereof, that the Mortgages indicated below is hereby canceled.

FURTHER RESOLVED, that the appropriate officials are hereby authorized to sign said Cancellation of Mortgage.

45-06(B) NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Middle, the governing body thereof, that the Mortgage Housing Rehab Grant for Gloria Easley is hereby discharged.

FURTHER RESOLVED, that the appropriate officials are hereby authorized to sign said Discharge of Mortgage.

46-06(C) NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Middle, the governing body thereof, that the Mortgage Housing Rehab Grant for Dorothy McCarthy is hereby discharged.

FURTHER RESOLVED, that the appropriate officials are hereby authorized to sign said Discharge of Mortgage.

 

  1. RESOLUTION NO. 47-06 – NOTICE OF TAX SALE – On motion by Committeemember Leusner seconded by Committeemember DeLanzo and passed on roll call, the following resolution was adopted.

I Sandra B. Beasley, BEING DULY SWORN ACCORDING TO LAW ON MY OATH STATE:

1.       I am the Tax Collector of The Township of Middle, County of Cape May, State of New Jersey.

2.       Notice of The Tax Sale to held on January 10, 2006, was published in the Herald-Times, Rio Grande, New Jersey, and once in each of the four calendar weeks preceding the week containing the day appointed for the Tax Sale.

3.       A Copy of the Notice of Sale was set up in five of the public places in the Municipality, namely:

1.       Middle Township Municipal Hall

2.       Cape May Court House Post Office  

3.       Whitesboro Post Office   

4.       Goshen Post Office                                                                                  

5.       Green Creek Post Office
