WHEREAS,
the Township of Middle wishes to honor the contributions to the Rio Grande
section of the Township of Middle, by Robert “Ockie” Wisting; and
WHEREAS, Ockie distinguished himself by over 51 years of volunteer
service to the residents and visitors of
WHEREAS,
Ockie responded to more than 3600 emergency calls, including responding to a
call the day before he passed away; and
WHEREAS,
Ockie shall be ever remembered for his caring and nurturing of many, many, many
young men and women participating in the Rio Grande Volunteer Fire Company,
where he freely gave of his experience in life by training and giving guidance
to the young participants; and
WHEREAS,
Ockie distinguished himself with his uncanny ability to be innovative with his
career as a welder and developing a tool nicknamed the “Ockie
Nozzle”; and
WHEREAS,

Burdette Tomlin Memorial Hospital Auxiliary has applied for approval to sell
alcoholic beverages at a Volunteer Awards TEA to be held at Wildwood Golf Club,
1170 Golf Club Road, Cape May Court House, on April 21, 2005 from 11:30 am to
4:00 pm, and
WHEREAS,
they have provided proper documentation to the

individuals who wish to take advantage of the accessibility of privately having

WHEREAS, A-4063 was
introduced during the 2004-2005 legislative session and failed to be enacted
and has subsequently died; and
WHEREAS,
A-4063 exempts the municipal clerk from penalties for Open Public Records Act
violations under certain circumstances; and
WHEREAS,
currently under the Open Public Records Act, (OPRA) the municipal clerk is held
responsible for not fulfilling the request, even when the record is in the
possession of another official; and
WHEREAS,
the proposed legislation would exempt the municipal clerk if it can be proven
that a municipal clerk has exercised due diligence in attempting to collect a
record requested under OPRA, by documenting at least two attempts to collect
the records within seven days of receiving the request; and
WHEREAS,
the municipal official in actual possession of the record will be deemed to be
the custodian of the requested record, and therefore liable for any violations,
penalties or disciplinary proceedings that may result from an unreasonable
denial of access to the requested record; and
WHEREAS,
it is the belief of the Township Committee that the official in possession of
the requested record should be the one responsible for violations of the Open
Public Records Act and considered custodian of the record; and
WHEREAS,
the Township Committee of the Township of Middle, urges the State Assembly to
re-introduce the amendments to the Open Public Records Act as proposed in
A-4063; and
WHEREAS,
the Township Committee also urges the State Senate to join the Assembly with
companion legislation that would similarly amend the Open Public Records Act.

Salem County, New Jersey into the Delaware River in order to preserve our

“EPA”) has dropped its opposition to a plan to transfer the VX
Nerve Agent by-product to Salem, New Jersey for treatment and disposal into the
Delaware River, and

$3,800,000.00 in funds available for the purpose of funding the Joint Venture
Program in 2006, and

the purpose of the Joint Venture program is to provide funding to support
municipal recreation projects in order to enhance the recreation opportunities
for area residents and visitors by providing a variety of high quality,
accessible facilities throughout Cape May County, and

considers and awards contracts; and

April 7, 2006 at 12:00 noon , James Alexis shall open
each of the proposals and shall announce the proposals received by name, and a

proposals shall be submitted to Township Committee for consideration at its meeting
on April 17, 2006 at 6:00 pm at which time Township Committee may award a
contract by approving a resolution, or, it may choose to award at the next
regularly scheduled Township Committee meeting. If a majority votes to seek interviews,
interviews may be held between Township Committee and the person or entity that
submitted proposals. Township
Committee may send proposals to Township Board’s or Agency’s for
consideration and approval as is appropriate.
